Image from Tesla video<\/figcaption><\/figure>\n\n\n\n<p>California\u2019s governor, Gavin Newsom, flew more 6,000 miles to Rome this month to deliver a brief\u00a0<a href=\"https:\/\/www.latimes.com\/california\/story\/2024-05-16\/newsom-california-vatican-speech-pope\" target=\"_blank\" rel=\"noreferrer noopener\">speech on climate change<\/a>\u00a0at a Vatican-sponsored conference.<\/p>\n\n\n\n<p>Media reports of Newsom\u2019s appearance centered on his verbal potshot at former President Donald Trump and his conversation with Pope Francis who, Newsom said, praised his unilateral suspension of executions in California.<\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"alignright size-full\"><a href=\"https:\/\/i0.wp.com\/timesofsandiego.com\/wp-content\/uploads\/2015\/08\/Opinion-Logo.jpg?ssl=1\"><img loading=\"lazy\" decoding=\"async\" width=\"144\" height=\"63\" src=\"https:\/\/i0.wp.com\/timesofsandiego.com\/wp-content\/uploads\/2015\/08\/Opinion-Logo.jpg?resize=144%2C63&#038;ssl=1\" alt=\"Opinion logo\" class=\"wp-image-24635\" srcset=\"https:\/\/i0.wp.com\/timesofsandiego.com\/wp-content\/uploads\/2015\/08\/Opinion-Logo.jpg?w=144&amp;ssl=1 144w, https:\/\/i0.wp.com\/timesofsandiego.com\/wp-content\/uploads\/2015\/08\/Opinion-Logo.jpg?w=370&amp;ssl=1 370w, https:\/\/i0.wp.com\/timesofsandiego.com\/wp-content\/uploads\/2015\/08\/Opinion-Logo.jpg?w=400&amp;ssl=1 400w\" sizes=\"(max-width: 144px) 100vw, 144px\" data-recalc-dims=\"1\" \/><\/a><\/figure><\/div>\n\n\n<p>However, the governor did devote a little time to climate change, mostly reiterating his villainization of the oil industry.<\/p>\n\n\n\n<p>\u201cIt\u2019s because of the burning of gas, the burning of coal, the burning of oil,\u201d Newsom said. \u201cWe have the tools. We have the technology. We have the capacity to address the issue at a global scale and they\u2019ve been fighting every single advancement and we have got to call that out.\u201d<\/p>\n\n\n\n<p>At this point, we should remind ourselves that Newsom\u2019s constant gallivanting to polish his image as a political heavyweight depends on planes and automobiles that burn petroleum. Nevertheless, he has proclaimed that California will by 2045, just 21 years hence, become carbon emission-neutral.<\/p>\n\n\n\n<p>In 2022, the state&nbsp;<a href=\"https:\/\/calmatters.org\/environment\/2022\/12\/california-plan-climate-change\/\">Air Resources Board issued a \u201cscoping plan\u201d<\/a>&nbsp;with multiple precise steps to achieve the goal.&nbsp;<a href=\"https:\/\/www.gov.ca.gov\/2022\/11\/16\/california-releases-worlds-first-plan-to-achieve-net-zero-carbon-pollution\/\">Newsom hailed it<\/a>&nbsp;as \u201ca comprehensive roadmap to achieve a pollution-free future\u201d and, with characteristic hyperbole, \u201cthe most ambitious set of climate goals of any jurisdiction in the world \u2026 (that could) spur an economic transformation akin to the industrial revolution.\u201d<\/p>\n\n\n\n<p>That\u2019s a lot to be done in just a couple of decades, and there\u2019s not been a particularly noticeable amount of progress. In fact, there\u2019s been some regression.<\/p>\n\n\n\n<p>It\u2019s questionable whether California will have enough power from solar panels and windmills not only to fill current demand but supply additional juice for the many millions of battery-powered cars and trucks that the plan envisions.<\/p>\n\n\n\n<p>Fearing blackouts, Newsom pressed to keep some&nbsp;<a href=\"https:\/\/calmatters.org\/environment\/2022\/06\/california-power-plant-deal\/\">natural gas-fired power plants and the state\u2019s only nuclear-powered plant<\/a>&nbsp;operating past their planned phaseout dates.&nbsp;<a href=\"https:\/\/www.latimes.com\/environment\/story\/2024-04-16\/the-ev-market-is-in-trouble-the-latest-sign-is-teslas-layoffs\" target=\"_blank\" rel=\"noreferrer noopener\">Electric car sales have languished<\/a>, even though automakers are supposed to quit selling gasoline- and diesel-powered vehicles in just 11 years. Car buyers are leery because the state still has only a&nbsp;<a href=\"https:\/\/calmatters.org\/environment\/2024\/05\/electric-car-chargers-california-imperial-county\/\">fraction of the recharging stations conversion requires<\/a>.<\/p>\n\n\n\n<p>Furthermore, to deal with a budget crisis, Newsom has&nbsp;<a href=\"https:\/\/calmatters.org\/environment\/2024\/01\/newsom-plan-cuts-california-climate-funding\/\">slashed spending on climate change<\/a>&nbsp;programs.<\/p>\n\n\n\n<p>One of the biggest unknowns about a carbon-neutral future, however, is the impact on economic sectors that depend on transportation. A&nbsp;<a href=\"https:\/\/centerforjobs.org\/wp-content\/uploads\/Economic-Impact-Ports-Report-FINAL.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">new report on one of those sectors<\/a>, Southern California\u2019s logistics industry, frames the issue.<\/p>\n\n\n\n<p>A half-century ago,&nbsp;<a href=\"https:\/\/calmatters.org\/housing\/2017\/08\/tale-two-regions-californias-economy-north-trumps-south-now\/\">Southern California\u2019s leaders bet the region\u2019s future<\/a>&nbsp;on the twin ports of Los Angeles and Long Beach becoming the nation\u2019s primary conduit for trade with Asia, and the transportation and&nbsp;<a href=\"https:\/\/calmatters.org\/california-divide\/2021\/02\/when-a-package-at-the-front-door-means-a-warehouse-next-door\/\">warehousing facilities<\/a>&nbsp;to handle cargo.<\/p>\n\n\n\n<p>The new report from the California Center for Jobs and the Economy, an offshoot of the California Business Roundtable, reveals how impressively that goal has been achieved.<\/p>\n\n\n\n<p>What it terms the \u201cregional trade cluster\u201d is the region\u2019s largest single source of employment, supporting 1.85 million jobs, two-thirds of which require only a high school education or less &#8212; an important characteristic given its huge immigrant population.<\/p>\n\n\n\n<p>However, global transportation is a cutthroat business and the twin ports have seen their traffic decline in recent years due to competition from ports with lower operational costs. The sector is also being pressed by state and local authorities to convert ships,&nbsp;<a href=\"https:\/\/calmatters.org\/environment\/climate-change\/2023\/04\/california-ban-diesel-trucks\/?series=california-electric-vehicles\">trucks<\/a>, locomotives and other machinery to low- or no-emission propulsion, at huge cost.
